Speaking on the repeated bandhs in the Capital Complex, NES president termed it as a ‘bad culture’ and called people from every quarter to denounce it vehemently for the larger interest of the society.
“There are democratic movements like dharna, hunger strike, legal recourse etc and bandh should be the last resort,” Tolum reasoned and informed that a standing committee has been formed to deal with bandhs in the Capital Complex.
Urging the GoAP for formation of Grievances Redressal Cell headed by a cabinet minister, he opined law and situation especially bandh culture would be dealt effectively with the Cell.
Tolum also urged civil societies to assist the law enforcing authorities in apprehending culprits while stating that criminals are criminals and their cases should be taken in toto irrespective of community, caste and creed. He also fervently appealed to all to not politicalised and communalized criminal activities by few vested individuals.

On the newly launched Chief Minister Health Insurance Scheme, Tuki said that, in order to facilitate the people of the state to meet the medical expenses, the state government has earmarked 300 Lakh and another 300 Lakh for promotion of tourism in the state for procurement of Tourist Cabs for the educated unemployed youths. The state government has also earmarked an amount of Rs 300 lakh under the scheme of Livelihood Schools for the benefit of unemployed youths; which is in the offing, he disclosed. Reiterating the need for proper implementation of the various Flagship Programmes initiated by the Central government, the CM urged the local Legislators and the Deputy Commissioners of the state to ensure proper monitoring and implementation of the schemes. Also, the fund provided for the developmental activities should be judiciously used, he said.
Replying to the memorandum, CM Tuki assured to get approved the creation of the Police Out Post at Nafra during the next Cabinet sitting. He also assured to sanction an amount of 100 Lakh for flood protection works at Nafra. Regarding the construction of the RCC Bridge over river Bichom, the CM assured to take up the proposal under CRF or RIDF. For construction of the School Auditorium, CM Tuki asked MPs Mithi and Sanjoy to pool 50 lacs from the fund at their disposal.

ITANAGAR, Oct 16: The Integrated Child Development Services (ICDS) and other schemes related to welfare and protection of women and children like Indira Gandhi Matritva Sahyog Yojana (IGMSY), Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (RGEEAG) – SABLA, Protection of Women from Domestic Violence Act, Prohibition of Child Marriage Act, Protection of Women from Sexual Harassment, Juvenile Justice act, etc. of Deptt. of Women & Child Development were reviewed in a meeting held at Banquet Hall here yesterday.
Presiding over the meeting, WCD Minister said that equal importance should be given to all services of ICDS scheme in order to achieve the goal. Informing about launching of a new scheme namely Integrated Child Protection Scheme (ICPS) under which all scheme relating to welfare and protection of children shall be implemented henceforth, the minister said financial proposal submitted by the department to the union Ministry of Women & Child Development has been approved. Fund will be received soon for implementation of projects, he said. He also instructed all to submit the monthly, quarterly and annual physical and financial achievement reports on time to directorate for further submission to the union Ministry of Women & Child Development. He exhorted the officers to work with sincerity and devotion for effective implementation of the schemes.
In his key note address Secretary (WCD) K. Kholie categorically stated that ICDS is one of the largest community outreach programmes. Parliamentary Secretary (WCD) Y. Mate suggested all officers to work in team spirit and to implement the schemes of the department with sincerity to achieve the targeted goal and stressed on mass awareness on the various scheme implemented by the department.
The Director (WCD), R.T. Riba informed about the aims and objectives of the ICDS and other schemes. Power Point presentation on salient features, new changes of ICDS and other allied scheme was made by the Joint Director (ICDS), T. P. Loyi, Deputy Director (ICDS), N. During interaction and discussion, various issues were raised by the CDPOs and Deputy Directors from the districts and the Secretary/Director (WCD) and Joint Director (ICDS), Deputy Director (ICDS) headquarter responded to the queries. Newborn dies in hospital,doctors’ negligence alleged

ITANAGAR, Oct 16: All Tirap District Students Union (ATDSU) today accused the Tirap District Hospital authority of negligence of duty which leads to the death of a newborn child on Oct 14.
Alleging negligence of doctors and hospital authority the ATDSU in a release today said that a pregnant woman was admitted at District Hospital, Khonsa at around 7:30 PM on Oct 14. Surprisingly, there was no emergency doctor at that particular time. The relatives of patient knocked the doors of all doctors but in vain. At last the woman delivered a child (boy) around 8 pm in inhospitable condition without electricity with the help of nurses. The newborn was having breathing problem and was kept under observation with the help of oxygen, the union said.
The union further claimed that the husband of the patient contacted the doctor on Emergency duty and other doctors for help but of no avail. At around 11:00 PM, the child breathed his last and the doctor on emergency duty arrived at the dying moment of child, it claimed.
Expressing resentment over ‘negligence of doctor and mismanagement of hospital authority,’ the Union wonders how could a Hospital provide its service without electricity and water supply. Alleging lack of proper medical infrastructure in the hospital, the union said that even for minor ailment, the doctors refer the cases of the poor patients to Dibrugarh for further treatment.
It further said that the hospital should be handed over to private party for improved facilities and better treatment. Wangngai Hakun, father of the child has lodged an FIR at Khonsa Police station.
Confirming the report of death of a newborn child, Khonsa PS OC Thomas Pertin, when contacted, informed that a case has been registered in this connection. He further informed that a doctor was arrested and remanded to four days police custody and investigation is on.
Meanwhile, Tirap district magistrate has ordered the EAC cum executive magistrate to enquire into the matter and submit report within seven days.

ITANAGAR, Oct 16: The functioning of National Rural Health Mission (NRHM) Arunachal Pradesh has once again come under public scanner. It remains a question under what circumstances the contractual posts of General Duty Medical Officer’s (GDMOs) under NRHM have been extinguished by the state government while regularizing all the contractual posts of 71 GDMO's (31MBBS,13 BDS, 6BAMS, 21BHMS) from NRHM into Arunachal Pradesh Health Services.
On the other hand the vacant posts under the NRHM have not been filled up from 3rd
April 2012 to till date despite the fact that the NRHM continues to receive the salary
for the above posts. Moreover, RoP has clearly sanctioned 52 number of GDMO's post,
15 BDS, 32 AYUSH for the year 2012-
As per the RTI documents available with this daily, the report regarding extinguished
contractual posts under state NRHM has not been sent to the Central NRHM and no valid
reasons were mentioned while extinguishing the posts under NRHM. Keeping the fact
in mind that the extinguished order copy has not been sent to the Central NRHM, it
can be presumed that the fund for the above contractual post continues to flow against
the vacant and unfilled posts since March 2012. As on 30th October there are only
19 GMDOs in state NRHM after regularization of the contractual doctors from NRHM
to Arunachal Pradesh state health services on April 3 last. But the state NRHM shows
the presence of 3 specialists, 52 Medical officers Allopathy, 32 Medical officers

PSAZ Literary meet concludes successfully
ZIRO, Oct 16: “Wherever I go, I take the beauty and peace of Ziro plateau in my heart which is just half a km away from the paradise”, said Likha Saaya, MLA cum Parliamentary Secretary for Agriculture, while attending the closing ceremony of 2 days first ever literary competition held amongst the private Schools of Ziro at Frontier School’s Auditorium on Oct 14.

Claiming that the eviction was carried out without any prior intimation and valid reason, AAPBSU demanded the Govt of Arunachal Pradesh and Papum Pare SP to book the erring Assam Forest officials under the appropriate section of the law for destruction of Govt property and illegally trespassing in Arunachal territory without any prior permission of the authority concerned of Arunachal Government.

Woman dies at 110
ITANAGAR, Oct 16: The oldest living woman of Tamchi clan Tamchi Yari died at the age of 110 years on October 14 at her native village Hote under Sangram of Kurung Kumey district, informed Tamchi Welfare Society.
Tamchi Welfare Society (TWS) observed a minute silence as mark of respect to late Yari and prayed for eternal peace of the departed soul. TWS conveyed heartfelt condolence to the bereaved family.

The report also contains data of disasters from the previous year which suggest that though there were fewer disasters during 2011, yet the disaster involved huge costs in the sense that the year was the most expensive of the past decade in terms of disaster costs, but it also featured the fewest disasters across the same period.
In all, 336 disaster events cost countries 365.5 billion US dollars. More than half of these costs were registered in Japan where the March 2011 earthquake and tsunami caused 210 billion US dollars in damages.

DC expresses concern over miserable JNV school building
YINGKIONG, Oct 16: Upper Siang District Deputy Commissioner Liyon Borang having keen interest in the development of education in the district inspected the premises of the JNV School, Geku today.
He expressed his displeasure over the miserable and dilapidated school building including teacher quarters, boys and girls hostel, academic and administrative blocks.
The DC further said that all the temporary OBT buildings used from the beginning of the school have become dilapidated adding that there is no any security fencing wall in the school premises.
Expressing concerned over the dilapidated school building and delay in construction of new school building, he assured to take up the matter with the appropriate authority including Member of Parliament of Arunachal East Constituency, Education Minister and Parliamentary Secretary, Education, to take up positive action with the JNV regional Office, Shillong and its Headquarter, New Delhi for early completion of the construction of the school building.

SC green signal for resumption of tourism in Tiger reserves
State Govts directed to prepare Tiger conservation plan within six months
New Delhi, Oct 16: With the Centre formally notifying fresh guidelines on tiger conservation, the Supreme Court today cleared the decks for resumption of tourism activities in the areas reserved for the wild cat.
A bench of justices A K Patnaik and Swatanter Kumar gave the green signal for resumption of tourism activities, modifying its July 24 order by which it had earlier halted all tourism related activities in Tiger reserve areas.

Writing the order, Justice Patnaik said the tourism activities in the Tiger reserve areas henceforth would be strictly in accordance with the notification on tiger conservation, issued by the National Tiger Conservation Authority on October 15.
The court also directed the respective state governments to prepare the Tiger conservation plan within six months from today and submit the same to the tiger conservation authority.
The bench said any party aggrieved by the notification will have the liberty to challenge the same before the appropriate authority.
The bench's direction came after Additional Solicitor General (ASG) Indira Jaising informed the court that the notification was formally issued on October 15 for 41 tiger reserves across the country.
The court on October 9 had allowed the Centre to notify within a week its fresh guidelines on tiger conservation.
Earlier on July 24, the court had banned all tourist activities in the core areas of tiger reserves on a PIL filed by conservationist Ajay Dubey. The PIL had demanded removal of commercial tourism activities from core or critical tiger habitats in the tiger reserves.
On August 29, the apex court had extended the interim ban on tourism activities in core tiger reserve areas till September 27.
While extending the ban, the bench had indicated that it was not averse to permitting regulated tourist activities, subject to the Centre evolving suitable revised guidelines to protect the depleting wild cat population.
The Centre, thereafter on September 26, had placed before the court the fresh guidelines, formulated for states following the apex court's interim ban.
In its guidelines, the government has said that for preserving tiger population, no new tourism infrastructure should be created.

(not exceeding the present usage) may be permitted for regulated, low-
The guidelines said permanent tourist facilities located inside core/critical tiger habitats, which are being used for wildlife tourism, should be phased out as per a time frame. Among other measures, the guidelines envisaged keeping visitors at a distance of at least 20 meter from all forms of wildlife and prohibiting them from luring or feeding any wildlife.
Under the guidelines and the rules of the Wildlife (Protection) Act, 1972, the states have to notify the list of core and buffer areas of tiger reserves in their respective jurisdictions.
Buffer zones are the areas which lie in the periphery of the core areas also known as critical tiger habitats. Tiger breeding takes place in core areas which are meant to be kept free of any disturbance, including tourism.
The buffer zones constitute the fringe areas of tiger reserves up to a distance of 10 km. The number of tigers in the country are estimated to be over 1,700. PTI
